Rachel S Teo is the Head of Government Affairs & Public Policy for Singapore and the Asia–Pacific Anti-Scams and Fraud portfolio at Google. With over 14 years of experience spanning the Singapore government and private sector, she has led initiatives in digital inclusion, sustainability, and online safety through multi-stakeholder collaboration.

Rachel has held senior roles at the Singapore Economic Development Board and PwC Switzerland, driving strategy and partnerships in healthcare, tech, and consumer sectors. She holds an MSc in Management from HEC Paris and a BSc in Biochemistry (Honours) from the University of Wisconsin–Madison. Known for her ability to build consensus and deliver results in complex, cross-cultural environments, Rachel is passionate about using policy to create meaningful, inclusive change.
