Emily Taylor is the CEO and Founder of the Global Signal Exchange, a collaborative initiative focused on improving access to threat signals and data sharing across sectors to combat cybercrime and fraud. A respected voice in internet governance and cybersecurity policy, she brings decades of legal, technical, and policy expertise to her work.

Emily also serves as CEO of Oxford Information Labs, Editor of the Journal of Cyber Policy, and an Associate Fellow at Chatham House. A former chair of ICANN’s Whois Review Team and current member of the UN-appointed Internet Governance Forum Multistakeholder Advisory Group, she is widely recognised for her leadership in promoting responsible, rights-based approaches to technology and global digital policy.
